Sallisaw Aquatic Facility Bids Awarded

Wednesday, June 12, 2024 - The Sallisaw Municipal Authority Board of Trustees has awarded bids totaling $6,144,724.27 for the new city aquatics facility.


The pool bid package was awarded to Voy Construction, Tulsa, OK, in the amount of $3,342,986.27.   The building bid package was awarded to Hoey Construction, Tulsa, OK, in the amount of $2,801,738.00.


The first two rounds of bids for the facility resulted in no bids, or bids that were significantly over the budget for the project.  Between September 2023 and May 2024, the city reviewed the plans and made several revisions.   The City also formed partnerships with Sallisaw Public Schools and Cherokee Nation.  The partnership between the City and the school system allows co-use of the concession and restroom building. 


 “Our partnership with the school system ensures that the concession and restroom facility will be used year around, not just the summer months for the pool.  For the school, this takes care of a pressing need at the football stadium for new restrooms and concessions.  The design will have a common entrance gate for the pool and football stadium.  Since the pool will mostly be closed at the beginning of August of each year, the main building can easily be fenced off with gates to prevent access to either the pool or football stadium,” stated Keith Skelton, City Manager. “This project has had roadblocks, but we successfully worked around those roadblocks and in the end, we have terrific partnerships with Sallisaw Public Schools, TSET, and the Cherokee Nation.  We also saved close to $1 million on the construction side of the project.”  


 To finance the project, the Sallisaw Municipal Authority will use its Series 2002 bond funds, in the amount of $5,062,724. These funds are dedicated to the pool and skatepark projects.  Additional funding includes a $362,000 grant from the TSET organization, $600,000 from the school system, and a commitment of $120,000 from Cherokee Nation.  The remaining Series 2002 bond funds will go toward the completion of the new skatepark.  Construction on the skatepark is anticipated to start toward the end of the pool construction.
