Sallisaw Police Lt. Billy Oliver reinstated then placed on administrative leave


Wednesday, December 15, 2021 - On Wednesday, the City of Sallisaw issued a statement regarding the employment status of Sallisaw Police Lt. Billy Oliver.


Statement on Employment of Lt. Billy Oliver, Sallisaw Police Department from the City of Sallisaw:


“Per the order of Arbitrator Charles Greer in the matter of City of Sallisaw vs. FOP Lodge 148, the City of Sallisaw has reinstated Lt. Billy Oliver’s employment status with the City of Sallisaw Police Department. However, at this time he has been placed on administrative leave with pay, pending the outcome of other employment related issues. With this being a personnel matter we are unable to comment further at this time.” Keith Skelton City Manager


Oliver was placed on paid leave in June 2020 and his employment with the city was terminated in November of the same year.


Records indicate that Oliver was fired for accusations of excessive force related to a June 2020 arrest. There were also other employment related issues named in the termination records.

In September 2021, an official arbitrator directed the city to reinstate Oliver to his previous position but without back pay, benefits, or accumulated seniority.


However, at that time, Oliver had a protective order judgement against him which prohibited him from carrying a firearm. The ruling stated that the order would have to be modified before he could be reinstated.


In November of this year a judge ruled that the protective order could not prohibit Oliver from possessing a firearm because the allegation does not involve domestic abuse or the stalking of an intimate partner or child. Because of this, the federal firearms prohibition does not apply.
